Vacancies - Management Staff

Returning Officers

Functions

A Returning Officer will be responsible for the conduct of General and Regional Elections in his/her Administrative Region/Electoral District. He/she reports to the Chief Election Officer through the Deputy Chief Election Officer and Assistant Chief Election Officer as may be required.

Duties

  • Responsible for the proper conduct of the poll within his/her Region or Electoral District
  • Maintain close liaison and coordination with the Chief Election Officer and GECOM’s Secretariat
  • Supervise the work of the Deputy Returning Officer, Election Clerk(s) and all other Election Officials within the Administrative Region/Electoral District
  • Administer the Oath of Office to all relevant staff members before they perform any function under the Representation of the People Act, 1973 (Cap. 1.03)
  • Assist with the training of polling day officials
  • Conduct recount of votes, if requested
  • Declare the results of the poll in his/her Administrative Region/Electoral District

Requirements

  • A first degree in Public Management/Administration or related discipline
  • OR
  • A Diploma/Certificate in Public Management/Administration and at least three (3) years of relevant experience
  • OR
  • Any other qualification (s) deemed relevant with at least three (3) relevant experience
Deputy Returning Officers

Functions

The Deputy Returning Officer reports to the Returning Officer and is responsible for the operations of a cluster of polling stations.

Duties

  • Organise and supervise arrangements for the effective functioning of polling stations
  • Ensure that all polling day officials appointed have the skills for effective and efficient performance of their duties
  • Promptly report matters of concern to the Returning Officer
  • Ensure that all election materials are made available to polling stations in sufficient quantities and on time
  • Visit polling stations before Election Day with the Returning Officer and Presiding Officer
  • Ensure all postings and publications are taken down as soon as practicable after Election Day
  • Ensure that all election materials, other fixtures and ballot boxes are promptly returned to the Returning Officer
  • Perform any other duties related to the conduct of poll as required by the Returning Officer

Requirements

  • A Diploma/Certificate in Public Management/Administration or related discipline and at least three (3) years relevant experience
  • OR
  • Senior officers/teachers in the private and public sector with at least three (3) years relevant experience
  • OR
  • Any other qualification (s) deemed relevant with at least three (3) relevant experience
Election Clerks

Functions

The Election Clerk reports to the Returning Officer and must be capable and prepared to carry out all duties and responsibilities of the Returning Officer or Deputy Returning Officer since in case of need; he/she will act in their place

Duties

  • Provide general assistance to the Returning Officer/ Deputy Returning Officer
  • Function as the Office Manager
  • Supervise the arrangements for pre-poll distribution and the post-poll collection, transportation and the return of election materials, equipment and documents
  • Perform any other duties related to the conduct of elections as assigned by the Returning Officer/ Deputy Returning Officer

Requirements

  • A Diploma/Certificate in Public Management/Administration or related discipline and at least three (3) years relevant experience
  • OR
  • Senior Officers/Teachers in the Private and Public sector with at least three (3) years relevant experience
  • OR
  • Any other qualification (s) deemed relevant with at least three (3) relevant experience

Applications are invited from suitably qualified individuals who are eighteen (18) years and older, for the following positions:

  1. Presiding Officers
  2. Assistant Presiding Officers
  3. Poll Clerks
  4. Ballot Clerks / Counting Assistants
  5. Information Clerks

The ideal applicant should have a sound secondary education, highly motivated, committed, able to work in teams with minimum supervision or have at least two (2) years electoral experience.
